WHY PDFs NEED ACROBAT PRO FOR FULL REMEDIATION
PDFs store content as visual drawing instructions — coordinates, glyphs, colors — not structured data. There are no heading styles, font size fields, or alt text attributes to edit the way Word or Excel have them. Full Section 508 remediation requires Acrobat Pro: run the Make Accessible wizard, tag headings/paragraphs/lists/tables/figures in the Tag panel, add alt text to figures, set language and title under File > Properties, then validate with PAC 2024 or CommonLook.
